விவசாயிகளின் உடனடி தேவை- நவீன உழவர் சந்தை

இந்திய பொருளாதாரத்தின் வளர்ச்சி கடந்த சில வருடங்களாக அபரிமிதமாக உள்ளது. ஆனால் இந்த வளர்ச்சியை அனுபவிப்பவர்கள் 20% மக்கள் தொகையினர் மட்டுமே. மறுபுறம் ஏழை-பணக்காரர்களிடையே உள்ள இடைவெளி அதிகரிக்கிறது. மாநகர-நகர, கிராம புற வேறுபாடு அதிகரித்துள்ளது. விவசாயம் மற்றும் சிறு தொழில் மிகவும் பாதிக்கபடுகிறது. பட்டினிச்சாவும் அதிகரிக்கிறது.
இத்தகைய வளர்ச்சியை ஆதரிப்பவர்கள் இதன் மூலம் பயனடைந்த மக்களை ஆதாரம் காட்டியும், அரசின் macro economic indicator ஆதாரம் காட்டியும் பொருளாதார தாராலமயமாக்களினாலான வளர்ச்சியை அதிகரிக்கின்றனர். இந்த வளர்ச்சியை எதிர்ப்பவர்கள் இந்திய விவசாயத்தின் அழிவை காட்டியும், பட்டினி சாவை அதாரம் காட்டியும் எதிர்க்கின்றனர்.
இந்த மாற்றத்தினால் 20% மக்களிடம் வங்கும் சக்தி அதிகமாக உள்ளது. எற்றுமதி வாய்ப்புகளும் அதிகமாக உள்ளது. இந்த 20% மக்களின் வாங்கும் சக்தியின் பயன் 60% ஏழை விவசாயிகளிடம் எவ்வறு கொண்டு போய் சேர்ப்பது என்று எந்த அரசியல்வாதியோ, சமூகசீர்திருத்தவாதியோ அல்லது திட்டமிடும் அதிகாரிகளோ சிந்திப்பதே இல்லை. அனைவரும் தங்கள் வாதத்தினால் மக்களை கவர நினைக்கிறார்களே தவிர நல்ல தீர்வை சிந்தித்து, திட்டமிட்டு செயல்படுத்தி வெற்றிகரமாக முடிக்க நினைப்பதே இல்லை. வெகு சிலரே அவ்வாறு செயல்படுகிறார்கள்.
உதாரணமாக தமிழகத்தில் சாப்ட்வேர் கம்பெனிகளுக்கு அரசு மானிய விலையில் நிலம் கொடுத்து நிறைய கம்பெனிகளை சென்னைக்கு இழுத்துள்ளது.சென்னையில் லட்சகணக்கானோர் சாப்ட்வேர் மற்றும் அது சார்ந்த தொழிலில் உள்ளனர் மற்றொரு புறம் விவசாயிகள் தங்கள் பயிரிட்ட பயிருக்கு நல்ல விலை கிடைக்காமல் இடை தரகர்களிடம் விற்று நட்டத்தில் வாழ்கின்றனர்.பல்வேறு இடை தரகர் உள்ள இந்த விற்பனை முறைக்கு மாற்றாக Reliance போன்ற பெருநிறுவனங்கள் நேரடியாக கொள்முதல் செய்து
விற்பனை செய்ய தொடங்கியது. இந்த முறையில் விவசாயிகளுக்கு தங்களுடைய விளை பொருளை விற்க சந்தர்ப்பம் கிடைத்தாலும் நல்ல விலை கிடைப்பதற்கான சாத்தியம் குறைவே.

இந்த பிரச்சனைக்கு முதல்வர் சென்ற ஆட்சி காலத்தில் உழவர்சந்தையை தீர்வாக கொண்டு வந்தார் அது ஒரு நல்ல திட்டம். அது நடுத்தர மக்களிடமும் விவசாயிகளிடமும் நல்ல ஆதரவை பெற்றது.சென்னையில் இருக்கும் உயர் நடுத்தர ம்ற்றும் உயர் வகுப்பை சேர்ந்தவர்கள் குறிப்பாக கம்ப்யூட்டர் துறையில் அதிகம் சம்பாதிக்கும் இளைஞர்களிடமும் இத்தகைய ஒரு திட்டத்தை அறிமுக படுத்த வேண்டும். சாதாரண உழவர் சந்தை போல் இங்கு அறிமுகபடுத்தினால் அது தோல்வியுரும். இந்த மக்களை பொருத்தவரை அவர்களுக்கு நல்ல தரமான காய்கறிகள் மிகவும் அருகாமையில் கிடைக்க வேண்டும். அதற்காக சிறிது விலையை அதிகம் கொடுத்து வாங்கவும் தயங்க மாட்டார்கள். அவர்கள் வாங்கும் இடமும் வசதியாகவும், அலங்காரமாகவும் இருக்க வேண்டும். தேவையான பொருள்கள் அனைத்தும் ஒரு இடத்தில் கிடைக்க வேண்டும். இதை தற்போதைய உழவர்சந்தை மூலம் நடைமுறை படுத்துவது கடினம்.
தற்போது நிறைய அரசுசாரா நிறுவனங்கள்(தான் பவுண்டேசன்) மிகவும் சிறப்பாகவும், நல்ல மேலாண்மை திறமையுடனும் விவசாயிகளுக்கு பணி புரிந்து வருகிறது. அவ்வாறு "உண்மையிலேயே" சிறப்பாக பணிபுரியும் NGO வை நடுவர்களாக நியமித்து அவர்கள் மூலம் அனைத்து காய்கறிகள் மற்றும் பிற பொருள்களை விவசாயிகளிடம் நேரடியாக வாங்க வேண்டும்.அவர்களுடைய முக்கிய வேலை தரக்கட்டுப்பாடு மற்றும் கொள்முதல். அரசு மிகப்பெரிய சாப்ட்வேர் நிறுவனங்களுக்கு வரிச்சலுகைகள் மற்றும் நில மானியம் கொடுத்துள்ளது. அவர்களது கட்டிடங்களும் பல ஏக்கர்கள் பரந்து விரிந்துள்ளது, எனவே இது போன்ற பெரிய கம்பெனியிலேயே ஒரு சிறிய கடை ஒன்றை தொடங்க அவர்களிடம் அனுமதி பெற வேன்டும். அந்த கடையை ரிலையன்ஸ் போன்ற கடையின் தரம் மற்றும் அமைப்புடன் அமைக்க பட வேண்டும். அது போன்ற கடைகளில் விவசாயிகளின் தரமான விளைபொருட்கள் நேரடியாக அங்கு பணி புரிபவர்களிடம் விற்க்கபட வேண்டும்.1000 பணியாளர்களுக்கு மேல் உள்ள நிறுவனங்களில் இவ்வாறு கடை அமைக்கலாம். மேலும் IT Highway, Mahindra city போன்ற இடங்களில் பொதுவாக பெரிய கடை அமைத்து விவசாயிகளின் பொருட்களை நேரடியாக விற்பனை செய்யலாம்.
மேலும் தரத்தை உறுதி செய்து மக்களிடம் நற்பெயர் பெற்றுவிட்டால் internetன் மூலம் நேரடியாக ஆர்டர் பெற்று மக்களிடம் நேரிடையாக விநியோகம் செய்யுமளவு விரிவு படுத்தலாம்.
இதன் மூலம் 20% மக்களின் வளர்ச்சியின் பயனின் ஒரு பகுதியாவது ஏழை விவசாயியை சென்றடையும். மேலும் அனைத்து கம்ப்யூட்டர் நிறுவனங்களும் சமூக சேவைக்கென்று ஒரு பகுதியை செலவழிக்கின்றனர். எனவே Infosys போன்ற பெரிய நிறுவனங்கள் இந்த நடுவர் வேலையை (NGOக்கு பதிலாக) செய்யலாம். இதைவிட சமூக சேவை வேறு எதுவும் இருக்காது. இந்த நிறுவனங்களில் உள்ள ஊழியர்கள் நிறைய பேர் volunteer ஆக பணி புரிய ஆர்வமாக இருப்பார்கள். அவர்கள் தரக்கட்டுபாட்டு சோதனையை தன்னிச்சையாக செய்யலாம். எனவே தரமும் நன்றாக இருக்கும் அந்த அமைப்பின் மீது நம்பிக்கையும் ஏற்படும்.
இவ்வாறான முயற்சி மட்டும் வெற்றி பெற்றால் இந்திய வரலாற்றிலேயே Amul, பசுமை புரட்சிக்கு அடுத்தபடியாக விவசாயத்தில் நடக்கும் மாபெரும் புரட்சியாக இது இருக்கும். ஒரு லட்சம் உயர் நடுத்தர மற்றும் உயர் தர வகுப்பை சேர்ந்த மக்கள் நேரடியாக விவசாயிகளின் பொருட்களை இடைத்தரகர்கள் இன்றி வாங்குகிறார்கள் என்பதை நினைக்கவே அபரிமிதமாக இருக்கிறது.
இப்படிபட்ட ஒரு முயற்சியினால் கிடைக்கும் நன்மைகள்:
1. விவசாயிகளுக்கு நிரந்தர விற்பனை சந்தை கிடைக்கிறது
2. அவர்களது விளைபொருட்களுக்கு நல்ல விலை கிடைக்கும்
3. மக்களுக்கு நல்ல தரமான பொருட்கள் கிடைக்கிறது.
4. மக்களுக்கு தரமான பொருட்கள் அருகாமையிலேயே கிடைக்கிறது.
5. இதன் மூலம் இடைத்தரகர்கள் ஒழிக்கபடுகிறார்கள்,
6. ரிலையன்ஸ் போன்ற பெரு நிறுவனங்கள் விவசாயிகளின் பலனை அபகரிப்பதா? அல்லது சிறு வணிகர்கள் மற்றும் இடைதரகர்கள் விவசாயிகளின் பயனை அபகரிப்பதா என்ற கேள்வி போய் பலன் அனைத்தும் விவசாயிகளுக்கே போய் சேரும்.
7. இந்த முறை வெற்றிகரமாக செயல் படுத்தபட்டால் வரும் காலங்களில் விவசாய பொருட்கள் ஏற்றுமதிக்கு இதையே பயன்படுத்தலாம்.
8. நல்ல கட்டுபாட்டின் மூலம் இயற்கை விவசாய(organic) பொருட்களுக்கு தனியான விற்பனை சந்தையை உருவாக்கமுடியும்.

wrong. if there is little growth in GDP (like our infamous 'hindu rate of growth of 3 % until 70s), then the conditions of poor and rural people would be even more miserable.

previously most people were poor and had less chance while govt had no money to spend on any welfare. (we spent borrowed and printed money, there by increasing the prices to highest levels, which further impoverished more people in a vicious circle).

this parrot talk of rich-poor gap wideining is illogical. are the poor becomming more poorer because the rich are becomming more richer ? or is it due to other reasons and govt failure and corruption ? as far as i knew the poor have better chance now than ever before since 1947. you obviously do not no the terrible conditions of poverty in the 50s and 60s. poverty ratio (relative poverty) has DECLINED from about 50 % to some 26 % now. otherwise there would have been 'revolution' by now.

all new IT cos, their employees and other booming corporates contribute around 5,00,000 crores of tax money to govts every year (and this revenue volumes are overtaking extimates !!). suppose if there are no such cos and we had remained in our closed economic state of 80s, where will the govt get this much money for 'welfare' ? we are able to spend 10,000 crores on rural emplyment scheme alone last year.
Pls look at the union budget figures of revenue and expenditure for the past 15 years. and compare them with those of 70s.

We are for more spending on welfare, etc. and our FM said recently, money is not the problem now, only delivery mechanism which is leaking too much now.

a holisitic approah to analysis agricultural problems is needed.
cotton is grown almost all over India. but only AP and Vidharba cotton farmers commit sucide in larger numbers, while Punjab and Bengal cotton farmers are relatively better off. Why ?

and as an aside, thousands of businessmen and entrepreneurs too commit sucide due to losses, bankruptcy every year all over India. many have run away or become workers again. it is simple to blame the 'capitalists' for all evils in this nation..

(இங்கு விலையோ மற்ற காரணிகளை விட மக்களின் தேவை எவ்வளவோ அவ்வளவுதான் விற்கும் என்பதுதான் முக்கியமான முடிவு) ஆக அன்று உற்பத்தி செய்த கீரைகள் அனைத்தும் வீணாகி போகும். சந்தையை நீண்ட நாட்கள் கண்காணிக்கிற வணிகர்கள் தான் உற்பத்தியாளர்களிடம் சரியான அளவில் கொள்முதல் செய்யமுடிகிறது. எனவே விவசாயிகள் வணிகர்களிடம் தங்களின் உற்பத்தி பொருளை விற்கின்றனர்.

சந்தையை பற்றிய அறிவை விவசாயிகள் பெற வேண்டும் என்பதும் இயலாத காரியம்.

இரண்டாவது சந்தையில் இன்றைக்கு காய்,கனிகளை பொருத்தவரை எவ்வளவு சதவிகிதம் உற்பத்தியில் நுகரப்படுகிறது என்பது முக்கிமான பிரச்சினை...

சென்னை கோயம்பேட்டுக்கு வருகின்ற காய்கறிகளில் 30 சதவிகிதம் முதல் 50 சதவிகிதம் வரைதான் மக்களால் நுகரப்படுகிறது... மற்றவை அழுகி வீணாகிவிடுகிறது.

உதாரணத்திற்கு தேங்காய் 8ரூபாய் விற்கிறது என்றால் உற்பத்தியாளர் 5ரூபாயோ அல்லது 6ரூபாயோ கேட்க முடியும்.
ஏனென்றால் தேங்காய் உற்பத்தியில் 90சதவிகதம் நுகர்வை நாம் எட்டியிருக்கிறோம்.
ஆனால் மற்ற காய், கனிகள் நுகர்வு விகிதம் வேறு... பிறிதொரு நாள் விரிவாக பதிவிடுகிறேன். ////

முதலில் IT துறையினரிடம் ஆரம்பித்து பிறகு விரிவு படுத்தலாம். IT துறையை நான் target செய்து சொன்னதற்கு காரணத்தை இந்த பதிவில் நான் கூறியுள்ளேன். மேலும் நான் தொழிற்சாலை அதிகம் உள்ள பகுதியில் பொதுவாக ஆரம்பிக்கலாம் என்றும் கூறி உள்ளேன். இதை ஏற்றுமதி செய்யவும் பிறகு உபயோகபடுத்தலாம் என்றும் கூறியுள்ளேன் .

பால் விற்பனையை ஊழல் நிறைந்த கூட்டுறவு நிறுவனங்களே வெற்றிகரமாக செய்யும் போது, அரசு உதவியுடன் நல்ல NGO நிறுவனங்கள் இதை நிச்சயம் வெற்றிகரமாக நிறைவேற்றலாம்.

Safal tries to do this in other way.They are selling produce purchased from farmers to big sellers in auction market directly(even though it struggles to standardise).

First you should understand one fact. Till 1980's we had widespread poverty. I accept it. After that it is reduced.
The real reason is not liberalization.(even though it plays a minor role)
In 1970's india undergone one revolution. That is called GREEN REVOLUTION. Till that period, we are not self sufficient in food production.We import food. Green revolution makes india's food self suffciency and reduce the poverty.

These statement shows that you are not reading my blogs before commenting. Everywhere i clearly mentioned that role of govt is to listen the needs of poor, not the bosses of MNC's in western countries.That is not happening here. If you see the real amount of money that was lend by banks to rural S/M/T farmers, it reduced significantly during liberalization.

I am a illeterate. I am not like u("So Called" Intellectual அறிவுஜீவி ). இதுபோல் அறிவு ஜீவி என்று சொல்லி கொண்டு வரும் Intellectual பண்ணும் அநியாயம் பத்தாதா?.

I rely on facts and figures rather than rheotric talk like "Who ever doesn't accept my view, they are illerate"

I am just being practical. for e.g the 7000 crore farm loans waiver of TN govt ; about 60 % were fraudalant and the beneficiaries were rich and otherwise not affected by 'draught' ; i knew many many people in my village who got waiver for lacs. the others who were left out of this bonanza were lamenting their ill luck.

fertiliser subsidy and power susbsidy are leaking. see what is happening inside cos like SPIC.

all programs and spending and plans appear great on paper. only the practical reality is different and costly. 1/3rd of all PDS rice and wheat are routinely stolen.
and the corruption inside the ilavar sandai is no known outside. one of clse freind is a honest agri officer. and the way the prices are fixed inside the sandai is ridden with corruption and sleaze. ITC's e-choupals and MCX exchanges in menthol famring actaully is better and long term solution. so if Relicane fresh is they are allowed to operate freely. Ulavar snadhai is a tokenism and the majority of farmers do not benefit from it.
(even though this plane appear to be good and useful).

read the other important point : 'rise in input costs' ; that is what i have been trying to say. the general level of inflation (price rise) is affecting farmers more sharply than other sectors. Why are input costs and prices rising annually ?
is it because of sudden drop in supply or due to excess demand ?
no. it is because of too much defict financing and printing currency. it is a complex process and this is what i meant by holistic approach. prices of pump sets, diesel, transport, pesticides increase with every increase in inflation. (and also due to petro products price rise).

sure the govt spending as a percentage of GDP may be dropping. but in absolule terms it is increasing massively. see the budget figures for agri, rural sector, fertiliser, irrigation, health care, etc. huge amounts are alloted. may be a 15 % actually reaches. rest is squanderd on admin costs and bribes. (Rajiv Gandhi sais this in 80s). no one is very much enthusiastic about the 10,000 crore rural employment gurantee scheme (by UPA) because the truth is that is a eye-wash. more money ends up in the pockets of contractors and officials than in the pockets of poor rural labourers. come and see what is actually happeining in the village level.

nothing prevents the NGOs to set up the farm procurement and sales outlets as you say. practical limiations has not made them to do it so far. you cannot beat the market all the times.

It was indeed great to go through the arguements and everybody is trying to contribute their own views but all for the good of indian farmers. I like to add one point which you may think and let me know your opinion:

The idea of NGOs taking up sales outlet is good. However, NGOs are supposed to be not for profit and marketing should be purely commercial and NGOs may not be able to compete. In other words, NGOs if they enter into commercial business, they may loose focus on their service motive.

There are slums developing in the cities and the unemployed rural youth can be trained for taking up marketing of the vegetables and fruits (Direct marketing as suggested in the blog). This can only be a temporary solution

Government can play a proactive role (I think they are clueless or refuse to understand the facts) in developing infrastructure for cold storage and processing

A study can be conducted as done in Punjab on altrenate crops which have potential for possible industrialization (Eg. Chicken feed, edible oils, moringa powder, citrus juice etc)and accordingly shifting focus from foodgrain crops to value added crops. Government can give incentives for starting up such industries. This can be possible if a sound marketing management system is developed. This will prevent glut in one season and demand in another season. Remember Government network is very important.

Farmers should concentrate only on productivity improvement which is one of the lowest in the world. Technology innovation and adoption should help them reduce the cost of production and government can extend subsidies (instead of freebies and loan waiver) for export of agriculture goods.

Farmers contarcting with corporates is one of the loose ends which should be tightened up. both the parties blame each other for dishonoring the agreement. Government or a neutral body should mediate in fixing up the standard price throughout the year like that of milk.

I am not sure about exact percentage spent for world bank .
If we really spend money that we got as worldbank loan productively,it would be good.
Unfortunately, that is not happening.

In my native district, 90% farmers are S/M Farmers. Even big farmers are not rich. I don't accept the misuse by "Big" farmers. Here real problem is that some people will be honest and will be repaying money .If defaulters are waived off from loan, none of the honest farmers will repay in future. Govt should give some compensation for those who paid the loan

That is the problem with privatization. Private corporations mostly tries to bribe the govt and misuse systems. Proper control is required.

I accept it with respect to uzhavar santhai.
I do had direct contact with uzhavar sandhai during last Karunanidhi govt. It worked really nice.
Really farmers and consumers are benefitted. Jeya govt spoiled it and karunanidhi didn't take care that seriously.
Rehgarding Reliance/other big companies, I too thought the same way. I am conducting study about how money is distributing in different layer.My friends are there in those companies as well as koyambedu. But reality is different. I am planning to write a seperate post with accurate statistics.

If you see the growth rate in 1980's to 1990's, it is around 7% and it was due to agri sector growth. So rural-urban divide started reducing . Govt focus was in rural area.After 1995's agri sector growth is stagnant. Govt care towards agri devt is reduced.

I am not Pro-RSS/communist. As i told, whatever creates equality, i will support.

As I specified in post and comment, It requires huge investment. So govt has to support initially.
If govt talk to IT companies, IT companies will take seriously than from NGO's

It happened in Anand milk cooperative, microcredit in lots of places. when it started,most of them believed that that those ventures are unsuccessful.

I accept your view. apart from NGO, we have only 2 options. Govt/cooperative or private companies.

Govt- They wouldn't work and there will be more corruption and they will be bribed from private corporatons.
Private corporations- their need is to show increase in profit every quarter. Exploitation will be more than benefit from them.Even if govt tries to control, they will easily bribe them.
Currently only hope is NGO. If they are not taking up these kind of herculian task, no one can do that. That is what i feel..

That is really good idea. Food processing industries in rural areas will me more helpful. Can you please suggest some alternate crops in cauvery delta area.

That is really true. I think that if farmers can see some visible results in yield improvement, they may follow. Some model farms which can show private companies and univ technologies should help .

அந்த வேலையைதான் NGO நிறுவனங்கள் செய்யட்டும் என்கிறேன். மேலும் நல்ல குளிர்பதன மற்றும் பிற தொழில்நுட்ப வளர்ச்சி கொண்டு காய்,கறிகளின் shellife period அதிகமாக்கலாம்.இதன் மூலம் சேதாரம் குறைக்கபடும்.Let them develop market intelligence.

I am in contact with many NGO's working on the development of Farmers in North Karnatake and Maharastra. They do the same and trying to educate and make them aware of market condition.
